James was born July 23, 1937 in Huntington, WV, to Clarence and Vada (Perry) Webb. He served in the U.S. Air Force.
James was preceded in death by his parents; wife, Iris Webb; and sister, Audra Webb.
He is survived by his daughters, Jeana Arbuthnot & husband Jeff of Wellington, CO, and Robin Hall & husband Ken of Lutherville, MD; brother, Jerry Webb & wife Ramona of Ft. Meyers, FL; and grandchildren, Kendra & Robert Hall of Lutherville, MD.
